Meaning: a person who drives his/her vehicle in a ridiculously slow and cautious manner that holds up traffic; common characteristics of "them ole creepers" include hitting the breaks whenever approaching an intersection (even when the traffic light is green) and stopping in an acceleration lane to wait until all traffic clears on a highway
Sorry I'm late. I gawt stuck behind one'a them ole creepers and he made me git caught at every single stop light.

I like driving in the country, but scenic driving oftentimes puts you behind that guy. He's been retired for forty years and he ain't got nothing to do but "bug the heck out of you".
